The UFES Council of Teaching, Research and Outreach (CEPE, in Portuguese) completed this Tuesday (18th) the approval of Resolution n. 30/2020 to regulate the implementation of the Remote and Temporary Emergency Teaching-Learning System (EARTE, in Portuguese) and the choice of courses for the special semester 2020 in undergraduate courses.

Resolution n. 31/2020 was also approved, to define the academic calendar for the special semester 2020/1.

The calendar approved defined the period between August 31st and September 2nd for students to enroll in the special academic semester 2020.

According to decisions during the session, which took place last Friday (14th), the beginning of the special academic semester is set for September 9th, ending December 15th.

The continuity of teaching activities at the graduate level, regarding the first semester of 2020, through EARTE, had already been approved in a CEPE session on Thursday (13th).

Rights

According to Resolution n. 30/2020, the approval (as an exceptional measure) of the replacement of in-person courses by EARTE, considers, among other aspects, the duty of the University to protect the right to life for the academic community and the recommendations of the World Health Organization (WHO) and the Brazilian Ministry of Health concerning the adoption of measures for social distancing as a way to prevent the dissemination of Covid-19.

The text indicates “the adoption of EARTE, in the first special semester of 2020, guarantees the right to life and health for the academic community, its families and society, and the right to education during the period of social distancing recommended by public health authorities”.

CEPE also approved that the Central Administration of UFES must guarantee the digital inclusion of students who do not own appropriate equipment and peripherals (laptop or desktop) and/or access to internet which can allow the active participation in the teaching-learning processes – this is an ongoing activity through public calls of Emergency Aid for Digital Inclusion – undergraduate, graduate and accessibility.

In addition, the resolution which defined the Emergency Aid for Digital Inclusion and Accessibility, aimed at contributing for digital inclusion and accessibility for students in social vulnerability (so that they can participate in academic activities through EARTE) was approved by the University Council in a session which occurred on August 12th.

Resolution n. 30/2020 also defines the choice of courses, the reorganization of teaching plans for courses and the activities offered, as well as attendance to classes.

It was also determined that the Senior Office for Undergraduate Studies (PROGRAD), through the Central Board for Undergraduate Studies, will publish guidelines concerning the assessment criteria which can be adopted during EARTE.

Stage 1

After the conclusion of the deliberations at the University Council and CEPE, UFES starts Stage 1 of the Contingency Plan, which defines the implementation of emergency remote learning for undergraduates and graduates at UFES, aided by digital inclusion, so that everyone can have access to activities.

In this stage, the draft for the resolution, approved in the Central Board of Undergraduate Studies, suggests the flexibilization in the choice of courses and the continuity of a policy for teacher education, in relation to technologies used for remote teaching.

The draft also foresees the exclusion of laboratory courses, internships (except the ones in the Health Sciences) and fieldwork which may not be properly accomplished through remote learning.

During Stage 1, administrative activities will continue to be performed from home.
